At out next public meeting the Logan County Board of Commissioners, in a good faith effort to review all options available, to help identify the most reasonably priced emergency medical transportation service possibilities within the county, do so desire an independent review of the counties EMS status and options. To that end, beginning at 9 am on Friday January 29th 2016, the board of commissioners has invited Mr. Winham* to prepare a one hour presentation for our regulary scheduled commissioners meeting to include question and answer session for the boards review of emergency medical evacuation processes. Topics include staging & transportation, urban vs rural service cost factors, types of revenue and reimbursement available, time based ambulance stationing considerations, lowering on site response time working in concert with local fire-rescue first responders, and for profit/non-profit EMS organizations contracting options with communities for services. The Logan County Board of Commissioners is grateful to Mr. Winham having agreed to take the time to meet with us and we look forward to the discussion.
*Mr. James Winham is the Chief Operation Officer and began his career with EMSA in 1984 as a paramedic. He spent 30 years working for several Oklahoma first-responder agencies including EMSA, the Tulsa Fire Department, Paramedics Plus and Tulsa Lifeflight. Jim was named EMSA’s Chief Operating Officer in 2014 and is responsible for managing, monitoring, coordinating and leading the daily operations of the EMSA system. He is a former Tulsa firefighter and was named Firefighter of the Year in 2004. He also spent a decade as a medic and flight nurse for Tulsa Lifeflight and has earned an Associate Degree in Emergency Medical Services and a Bachelor of Science Degree in Nursing from Tulsa Community College and Oklahoma City University, respectively. In addition Mr Winham currently serves as a Captain in the Oklahoma Army National Guard serving as the Executive Officer for the 120th Medical Company Area Support. He is also a member of the University of Oklahoma Special Operations and Medical Oversight team, and an adjunct professor at the OU School of Community Medicine.
